Meet Our Wonderful Board Members
President and Executive Director
Speech-Language Pathologist
Rachel Troccoli is a Speech and Language Pathologist certified by the American Speech-Language and Hearing Association (ASHA) and the state of California. She has experience working at small and large clinics with children of all ages with Autism Spectrum Disorders, traumatic brain injury, stroke, Down syndrome, Childhood Apraxia of Speech, Cerebral Palsy, voice disorders, fluency disorders, developmental delay, and others.

After starting her own practice and learning more about the funding sources that are available for pediatric therapy, she was frustrated at the amount of children who are not receiving the early and frequent services that research has shown to be most effective. Many children are not receiving services AT ALL or have to wait until they are old enough to attend public school. Many families do not know where to start if they have concerns about their children and do not know where to go for support. Rachel started Skyrocket Pediatric Therapy Foundation to help families and children receive services that will make a positive impact on their daily functioning, community participation, and academic success.
In her free time, Rachel enjoys hiking and traveling with her husband, two young sons, and dog.

Occupational Therapist at California Children's Services
Katie Oien is an occupational therapist certified by the National Board of Occupational Therapy (NBCOT) and the state of California, and she holds a Board Certification in Pediatrics (BCP). She specializes in working with children with various neurodevelopmental and physical disorders and has experience in settings including early intervention, private practice, school-based settings, and medical therapy units. She is SIPT certified and has advanced training in sensory integration, reflex integration, neurodevelopmental treatment, feeding, and physical agent modalities. She earned her Master’s Degree in Occupational Therapy from Loma Linda University and is currently pursuing her Doctorate in Occupational Therapy with a specialty in neuroscience from Thomas Jefferson University.
Katie has extensive experience working with children and their families as part of a multidisciplinary team. Through her years of practice in various settings, she has seen first-hand how difficult it can be to advocate for needed services and how confusing the therapy process can be for parents. Many families do not receive clarity and consistency when seeking answers to their therapy concerns, oftentimes leaving them feeling defeated and without proper care for their child. Katie happily joined Skyrocket Pediatric Therapy Foundation to be an advocate for children and families in need to assist them in providing the exceptional care that they deserve.
Outside of work, Katie enjoys playing volleyball, surfing, and camping with her husband.

JEAN LYALL
Education Intervention Specialist
Intervention Teacher, Chammakilawish Pechanga School
Jean Lyall brings an extraordinary range of experience to the Skyrocket board, with a career in public education spanning more than 45 years. Her unique "360-degree" perspective of the school system comes from having served in nearly every capacity, from school secretary to classroom teacher and administrator.

While Jean has excelled in leadership, her true passion remains rooted in the classroom, working directly with students. She has dedicated her career to serving low socio-economic communities, focusing on the complex needs of at-risk youth and their families. This commitment led to a prestigious seven-year special assignment focused on school safety and violence prevention, work for which she received recognition at the local, state, and national levels.

Currently, Jean serves as an Intervention Teacher at the Chammakilawish Pechanga School, where she supports children in overcoming academic hurdles. A recognized expert in her field, she has trained fellow teachers and administrators on effective strategies for supporting at-risk elementary students.
​
When she isn’t advocating for students, Jean enjoys a full life with her husband, tending to her dogs, chickens, and garden, and expressing her creativity through sewing and quilting.
